Transformation: Constant

A useful extended transformation would be to create a constant. This allows it to be used in matching rules before the importflowrules.

Inputs: Datatype, value, column name.

v3.0.6.3 of IDBXT has the constant transformation as requested. See IDBXT306:Constant value transformation for definition.
