Tool tips of check boxes - IE8

With Internet Explorer 8, in order to get a tooltip of a checkbox, I have to check the checkbox. If I didn't actually want to check it, I have to uncheck it.

Two clicks, I know, but gets annoying very quickly.

Does tabbing to the checkbox show the tooltip?

What is the desired behaviour?

If they aren't showing on focus, I can make that happen. I can also do on mouseover.

I don't know, probably won't get to check unless I head into the office at some point during the weekend. Maybe on mouse-over for check boxes would be good.

Resolved.
Was not focusing checkbox or radio until click. Added mouseover effect.
