Move related fields into fieldsets in agents and operations

Related fields should be grouped together in fieldsets, as is the case in a number of the agents and operations already (eg. the FIM agent). This should be done for the remaining operations also, eg. retry settings and success/failure actions in one field set, configuration-related settings in another

Agent names would be outside of the fiedset at the top.

Operation settings that on all operations, eg retry count and retry wait should be in their own fieldset at the bottom of the view.

Group similar controls together, eg how the fim agent has been done: the wmi settings are grouped together, and the sql server settings are grouped together (or some similar grouping).

Matthew, can you please whip through all of the pages and confirm that similar fields are grouped in fieldsets, and single fields are placed at the top?

All agents and fields in appropriate field sets. Minor update to the Clear Run History fieldset. Issue closed.
