Check boxes not persisting in EB Agents/Operations index pages

The check boxes aren't persisting; they may not have been updated to use the cache correctly.

In Identity Broker v4.0 the refresh script was updated so that check boxes had to be kept maintained in the individual calls, Event Broker wasn't updated accordingly and as such the check boxes weren't updated on refresh.

The independant implementation has been added.

Confirmed in latest installer.
