Action refresh error screen displays the main layout twice

When the service isn't running and action refresh is left running on a page (such as the Operations screen), the Event Broker layout is displayed twice (inside itself).

Error screen explicitly has no layout, but in EB3.1 Action refresh will redirect if an error is encountered.
