Based on this article, it sounds like this wouldn't require any development effort in the product. Would you be able to test this scenario?

Microsoft appear to have updated https://docs.microsoft.com/en-us/azure/app-service/app-service-hybrid-connections to allow for any port to be mapped to the queue and also appears to use SAS instead of a global AAD admin.
