How do I configure the Clear Run Hist to not preserve any logs?

The answer is actually that you can't at the moment in version 3. I've created EB-535 to improve on that in a future EB release.

An alternative if it is an issue that the log history is present on the machine would be to use a standard PowerShell mechanism for clearing the run history (eg. calling the MIIS Toolkit or WMI).
