Disable workflow checkbox in FIM Event Broker Workflow

Note - this problem raised its head just now in the PROD deployment 2 weeks later.  Sure I should have remembered my own instructions - but this is going to burn EVERYONE who upgrades an existing config to version 4.* until the default configuration is changed to ensure the workflow is ACTIVE.
